China's environmental problems are well known, but recently its record in the area of wildlife conservation, particularly with regard to endangered species, has come under scrutiny. Environmental values colour how we in the West view both China's past experience with wildlife and what strategies it should adopt to foster better conservation. Chinese have long taken a utilitarian view of wildlife, valuing species primarily as resources for man's use and only secondarily for other reasons. However, China has not developed institutions capable (...) of sustaining the desired use of wildlife in the face of ever-growing demands. I suggest that Western criticisms of Chinese utilitarian attitudes are inappropriate, ineffective, and possibly counter-productive: deep-seated cultural mores change slowly. Instead, Westerners concerned with the fate of China's wildlife should assist the development of systems that act to channel demand for wildlife 's material benefits toward investment in conservation. Such systems will likely require devolution of considerable control to local levels, strengthening incentives to favour long-over short-term benefits, and – notwithstanding common Western attitudes – substantial consumptive use of wildlife. Global human population expansion is rooted in a remarkably successful evolutionary innovation. The neolithic transformation of the natural world gave rise to a symbiosis between humans and their domesticated plant and animal partners that will expand from a current 20 per cent to 60 percent of terrestrial biomass by the middle of the coming century. Such an increase must necessarily be accompanied by a concomitant decrease in wildlife biomass. We suggest that current trends in population growth are unlikely to abate (...) for three reasons: first, there are intrinsic biological pressures to reproduce regardless of social engineering; second, the character of the domestic alliance makes it a formidable competitor to wildlife; and third, the timeframe before population doubling is, from a biological perspective, virtually instantaneous. This paper draws from a wide body of research in the biological and social sciences. We neither condone nor endorse this picture of inexorable population increase. Rather, we appeal for a change in the nature of the discussion of population among environmentalists, to focus on the question of how best to manage what wildlife will be left on the margins of a domesticated world. If there is a k(n)-enumerator for h then h is called k(n)-enumerable. We also consider enumerators which are only A-recursive for some oracle A. We determine exactly how hard it is to enumerate the Kolmogorov function, which (...) assigns to each string x its Kolmogorov complexity: • For every underlying universal machine U, there is a constant a such that C is k(n)-enumerable only if k(n) ≥ n/a for almost all n. • For any given constant k, the Kolmogorov function is k-enumerable relative to an oracle A if and only if A is at least as hard as the halting problem. • There exists an r.e., Turing-incomplete set A such for every non-decreasing and unbounded recursive function k, the Kolmogorov function is k(n)-enumerable relative to A. The last result is obtained by using a relativizable construction for a nonrecursive set A relative to which the prefix-free Kolmogorov complexity differs only by a constant from the unrelativized prefix-free Kolmogorov complexity. Although every 2-enumerator for C is Turing hard for K, we show that reductions must depend on the specific choice of the 2-enumerator and there is no bound on the quantity of their queries. We show our negative results even for strong 2-enumerators as an oracle where the querying machine for any x gets directly an explicit list of all hypotheses of the enumerator for this input. The limitations are very general and we show them for any recursively bounded function g: • For every Turing reduction M and every non-recursive set B, there is a strong 2-enumerator f for g such that M does not Turing reduce B to f. • For every non-recursive set B, there is a strong 2-enumerator f for g such that B is not wtt-reducible to f. Furthermore, we deal with the resource-bounded case and give characterizations for the class ${\rm S}_{2}^{{\rm P}}$ introduced by Canetti and independently Russell and Sundaram and the classes PSPACE, EXP. • ${\rm S}_{2}^{{\rm P}}$ is the class of all sets A for which there is a polynomially bounded function g such that there is a polynomial time tt-reduction which reduces A to every strong 2-enumerator for g. • PSPACE is the class of all sets A for which there is a polynomially bounded function g such that there is a polynomial time Turing reduction which reduces A to every strong 2-enumerator for g. Interestingly, g can be taken to be the Kolmogorov function for the conditional space bounded Kolmogorov complexity. • EXP is the class of all sets A for which there is a polynomially bounded function g and a machine M which witnesses A ∈ PSPACEf for all strong 2-enumerators f for g. Maia Neto, Adam Sutcliffe, Justin Champion, Antony McKenna, Lorenzo Bianchi, Christine Berkvens-Stevelinck, Pierre Lurbe, Stephen David Snobelen, Nigel Aston, and Stuart Brown. There is remarkably little overlap among the papers and Paganini has clearly insisted on very [End Page 561] high standards. Because of space limitations, I shall focus on several of the general themes which run through the book rather than on individual contributions.Despite the phenomenal success Richard Popkin and collaborators like the late Charles B. Schmitt, Giorgio Tonelli, and Ezequiel de Olaso have had in documenting the amazing impact of skepticism in the Renaissance and in the years up to the Enlightenment, this volume demonstrates that skepticism, that many-faceted force, continued throughout the eighteenth-century Enlightenment. After Bayle, and the application of his special forms of skepticism to theological topics—forms which were often employed, contrary to Bayle's probable intentions, in defense of atheism—skepticism went "underground." A large variety of literature was circulated in manuscript form, the clandestine literature of the period. The lesson which this conference celebrates is that skepticism did not cease being a major cultural force. Thus there is, thanks to the philosophical dimension of the clandestine literature in the eighteenth century, a transition from Christian rationalism to an anti-Christian rationalism.Major figures of the Enlightenment were, of course, well-acquainted with skepticism, e.g., Berkeley, Voltaire, Hume, Crousaz, Condillac, Reid, and Kant. Not surprisingly, the major topics discussed in these papers center around skepticism, fideism and atheism, proofs for the existence of God, and the status of the "preambles" to the faith. These all receive careful attention. The tension between the arguments for Christian Pyrrhonism versus anti-Christian rationalism runs through many of these papers. And of course Bayle's points of view on both sides of the Christian debate appear in much of the clandestine literature. The matter of the immortality of the soul is carefully discussed. What is the status of this doctrine? Is it a question of Church dogma or is it another belief to be discarded in the light of reason?The connection perceived to hold between atheism and political legitimacy are explored in several papers. In the seventeenth century, Locke would exclude atheists from the body politic, in part because they were unable to truthfully swear an oath. Atheists were perceived as a danger for many eighteenth-century figures and the political need to suppress atheism was widely understood and accepted by those in the various religious establishments. Bayle's two-century-old attempt to break the putative logical tie between morality and religion failed in his own day, and despite the efforts of the authors of clandestine philosophical literature, the intimate link Bayle tried to break seems to be stronger than ever in much of the world today. It is interesting that the United States is virtually the only industrial and democratic society in which atheists are virtually precluded from being political candidates in federal, and probably most local, elections. Among other things, the papers in this volume help one to understand just how difficult breaking free from theological constraints in the interest of political freedom has proved to be. In her paper, Robinson asserts that if one is convinced by the arguments assigning personhood according to a threshold criterion, one should also be open to the potential for a secondary personhood threshold, satisfied when one is pregnant, which confers temporary enhanced moral status. Rather than grounding such a claim on a fetus’s possession, or lack thereof, of personhood, Robinson argues that the pregnant person’s status as a ‘unique being’ is enough to satisfy the requirements of such an additional personhood (...) classification. 1 She justifies her claim via three arguments: (1) that the pregnant person is, in fact, more than a singular individual; (2) that pregnant people play a critical role in the human race’s continuation and (3) that the significant harms and burdens to which pregnant people have been exposed to historically and contemporary requires counterbalancing with enhanced protections. When the Neo- or "New Atheist" publishing frenzy climaxed with Richard Dawkins' The God Delusion, Daniel C. Dennett's Breaking the Spell, Sam Harris's The End of Faith, Christopher Hitchens' god is not Great and subsequent titles; New Atheists repeatedly denounced the Bible as dangerously false, suppressive to scientific inquiry, and as inculcating and promoting problematic, contemptible, even abhorrent moral values. The Genesis 1-11 and 19 Creation, Noah, and Lot narratives persist among the New Atheists' favorite targets. Heretofore there (...) has been no systematic examination of New Atheist treatments of Genesis generally or Genesis 1-11 and 19 particularly. This article scrutinizes leading New Atheist interpretations of Genesis 1-11 and 19 articulated by Richard Dawkins, Daniel C. Dennett, Sam Harris, and Christopher Hitchens. Part one documents these New Atheist renderings of Genesis 1-11 and 19 through the entire corpus of their published books. Part two synthesizes, applies, and extends relevant Genesis 1-11 and 19 scholarship to appraise and respond to the most serious New Atheist allegations, concluding that a more rigorous analysis of Genesis 1-11 and 19 nullifies and potentially reverses New Atheist criticisms. What system of morals should rational people select as the best for society? Using a contemporary psychological theory of action and of motivation, Richard Brandt's Oxford lectures argue that the purpose of living should be to strive for the greatest good for the largest number of people. Brandt's discussions range from the concept of welfare to conflict between utilitarian moral codes and the dictates of self-interest.

Religious violence may trigger feelings of repulsion and indignation, especially in a society that encourages toleration and respect, but rejection contradicts the principles of inclusion that define a democracy and its core moral values. How can we think ethically about religious violence and terrorism, especially in the wake of such atrocities as 9/11? Known for his skillful interrogation of ethical issues as they pertain to religion, politics, and culture, Richard B. Miller returns to the basic tenets of liberalism to (...) divine an ethical response to religious extremism. He questions how we should think about the claims and aspirations of political religions, especially when they conflict so deeply with liberal norms and practices, and he suggests how liberal critics can speak confidently in ways that respect cultural and religious difference. Miller explores other concerns within these investigations as well, such as the protection of human rights and a liberal democratic commitment to multicultural politics. In relating religion and ethics, he develops a new lens for viewing political religions and their moral responsibilities. This probing inquiry also forces us to rethink our response to 9/11. Richard Brandt is one of the most eminent and influential of contemporary moral philosophers. His work has been concerned with how to justify what is good or right not by reliance on intuitions or theories about what moral words mean but by the explanation of moral psychology and the description of what it is to value something, or to think it immoral. His approach thus stands in marked contrast to the influential theories of John Rawls. The essays reprinted in (...) this collection span a period of almost 30 years and include many classic pieces in metaethical and normative ethical theory. The collection is aimed at both those moral philosophers familiar with Brandt's work and at those philosophers who may be largely unfamiliar with his work. The latter group will be struck by the lucid unpretentious style and the cumulative weight of Brandt's contributions to topics that remain at the forefront of moral philosophy. (shrink)

Both fairness and efficiency are important considerations in market design and regulation, yet many regulators have neither defined nor measured these concepts. We develop an evidencebased policy framework in which these are both defined and measured using a series of empirical proxies. We then build a systems estimation model to examine the 2003–2011 explosive growth in algorithmic trading on the London Stock Exchange and NYSE Euronext Paris. Our results show that greater AT is associated with increased transactional efficiency and reduced (...) information leakage in top quintile stocks. For less liquid stocks, manipulation at the close declines. We also document the tradeoff between reduced spreads and increased manipulation or information leakage following the introduction of MiFID1. (shrink)

Richard Brandt is one of the most influential moral philosophers of the second half of the twentieth century. He is especially important in the field of ethics for his lucid and systematic exposition of utilitarianism. This new book represents in some ways a summation of his views and includes many useful applications of his theory. The focus of the book is how value judgments and moral belief can be justified. More generally, the book assesses different moral systems and theories (...) of justice, and considers specific problems such as the optimal level of charity and the moral tenability of the criminal law. This paper is a response to an article in Philosophia Christi by W. Paul Franks and Richard B. Davis entitled “Against a Postmodern Epistemology.” In this article, the authors offer a critique of James K. A. Smith. I respond to three of their particular criticisms in the following manner: by explaining the motivations behind rejecting a modern “correspondence theory of truth”; revealing what I take to be an invalid inference on the topic of scripture and interpretation; and offering an (...) alternative account of the “universality” of the gospel. Clouser and Gert’s 'A Critique of Principlism’ (1990) has ignited debate over the adequacy of substituting principlism for moral theory as a means for dealing with biomedical dilemmas. Clouser and Gert argue that this sort of substitution is not adequate to the task. I examine their argument in light of recent defences of principlism on this score, those of B. Andrew Lustig (1992), David Degrazia (1992), and Beauchamp and Childress (1994). I argue that both sides in the debate have assumed (...) differing conceptions of a moral theory that virtually guarantee their respective conclusions. These differing conceptions are motivated by antecedent epistemological commitments. The present debate over principlism is therefore inconclusive. Future discussion should focus on the underlying epistemological issues. (shrink)

Some researchers have concluded that nonverbal recognition is generally superior to verbal recognition memory performance. The present study involved two experiments designed to assess claims of superior nonverbal memory. Experiment 1 compared performance for letter (common words) and nonletter (meaningful line drawings) items with matched high-imagery values. Experiment 2 compared performance for matched low-imagery items consisting of letters (pseudowords) and nonletter items (geometric matrices). Performance did not differ significantly between verbal and nonverbal items in either experiment, although the expected effects (...) of presentation rate and type of retrieval task were significant. It was concluded that recognition memory performance is not necessarily dependent upon the “verbalness ” or “non-verbalness ” of stimulus items. (shrink)

The article explains a rule-Utilitarian normative thesis about when actions are morally excused; that an act otherwise morally objectionable in some way is excused if a moral system, The acceptance of which in the agent's society would be utility-Maximizing, Would not condemn it. What is meant by a "moral system condemning" an action is explained. The parallel between this moral thesis and the benthamite theory of criminal justice is developed. Most people interested in the problems of ethics aspire to two kinds of knowledge, one systematic, the other historical. They wish a systematic understanding of the field: knowledge of what are the various problems and their interrelations and knowledge of what has been done toward the solution of these problems. They also wish to learn what the great historical philosophers -- particularly those who have had the most important ideas about values and conduct -- have said about the subject. With a little help from British philosophers John Locke (1632–1704) and John Stuart Mill (1806–1873), the author believes people can recover from The Incredibles a treasure trove of ideas that can help them think more clearly about tolerance, individual freedoms, and cultural conformity in their own world of incredible differences. On Mill's view, the “only purpose for which power can be rightfully exercised over” a member of society (against her will) “is to prevent harm to others”. If people follow Mill, (...) they have a reasonable but not overly restrictive principle for guiding human life and conduct. There is room to hold unpopular opinions, publish unpopular views, and belong to unpopular groups – even if society disapproves. These things are to be tolerated unless they have as their purpose harming others. But the PREFER principle will not give people that. (shrink)
